When they were handing out quick combat reflexes, you just weren't in line. You move slower than others in combat due to a reduced number of Action Points. You may only ever have a maximum of 5 points naturally. While this doesn't affect your Speed, it reduces the total amount of movement you can accomplish in one turn. Better get used to life in the slow lane.
