This rule is pretty sexy and doesn't need any attention. Consider it good to go.

The target acts as if in a dream, where his/her swings come as if through a jar of molasses and feel as if their feet are glued to the ground. The target can think at normal speed, but their body simply doesn't react quickly enough. Effectively, this spell temporarily decreases the Action Points of a target for its duration. Slow can counter or nullify Haste.
