Simply put, you're a spazz. Your eyes never cease darting to every corner of a room, and even the slightest sound sets you off in a paroxysm of startlement. You take a -3 penalty to resist fright and shock checks, and if you fail those rolls, you take one extra round to recover. Most people tend to avoid you, you annoying freak, and even animals are unnerved by your agitation (-1 penalty on all Social interaction). However, you gain +1 to Reaction.
Twitchy goes hand in hand with Acute Hearing, Hyperactive, stimulant Addiction, and Paranoid.
