This rule just plain sucks. It needs a complete overhaul in order to be useful. We don't want to deprecate it, so get cracking on a revision, slacker! |

The mage makes the mouth of a target gluey and tough to open. Naturally, any speaking takes a penalty. The severity of the penalty is dependent on the spell level. Mages that can cast spells without speaking can ignore the spellcasting penalty.
