Intensity Effects
- Targets find it difficult to focus offensively, -1 to all Attacks
- Targets seem to generally screw up, -1 to all rolls
- Targets can't hear other noises but their own voice over the Cacophony, automatically fail Listen checks
- Targets actually are in pain from the sounds and take 2 damage every round affected.
- Targets are helpless and collapse to the ground covering their ears
